Cyrus the Great was the founder of the Achaemenid Empire and he was the one who wrote the human rights charter for the first time. The American Constitution was written using Xenophon's Cyropaedia, which was a description of Cyrus the Great and his style of government. Cyrus the Great was almost the founder of secularism because he left religion and belief free in his empire.

Cyrus (Cyrus the Great) is one of the most influential figures in Iranian history. He was a just king, and historical records consistently highlight his fairness in dealing with people, even with prisoners of war. I think having a commemorative stamp in his honor—featuring both his current tomb in Iran's Fars Province and the Cyrus Cylinder—could be a great idea. (I’ll send separate images of both the Cyrus Cylinder and his tomb, but in terms of composition, something similar to the last photo looks good.)
Oh and people gather in his tomb on 29th of october to celebrate unofficial cyrus day!
