Two issues though. One, which category should it be focused on? There's six categories with about 100 - 200 winners each! That's around a 1500 stamps! Unless you go with one winner per country but that brings me to issue two.

What about the countries that don't have any winners? Or ones of countries that don't exist anymore? I'd say that deciding who gets the Yugoslavian winners would be a super-controversial topic no matter how you choose and on what basis
